CRM ALLIANCE - EU Policy up-date

March 2016

  • H2020 Call: SC5-2016: Expert network on Critical Raw Materials (3)
  • IMA open letter to DG Growth
  • Public consultation
  • CRM Alliance up - dateubli

Export network on Critical Raw Materials

SCRREEN (ENCRAM+ENERMATES)

The deadline for application in March, and the merged network proposal was sent in as SCRREEN - Expert network on Critical Raw Materials. A list of consortium members and an of experts is attached. IMA joined the network proposal as member of the expert group. European Associations such as EUROMINES and EUROMETAUX signed up as well.

EU IMA open letter to DG Growth

In response to the published "Study on Data for a Raw Material System Analysis", IMA sent an open letter to DG GROWTH claiming the disadvantages and wrong results for Magnesium. Although, IMA intervened before the publishing date, the authors did publish their conclusions, but limited it to the text without making the calculations public available.

The IMA had only pointed to the public available data.

Following footnote mentioned in the report:

* The International Magnesium Association (IMA) published a 2-page Status report "Magnesium Metal in a Circular Economy" on 18 August 2015. It emphasizes that recycling in all phases of the life cycle is the dominant element of a Circular Economy. According to this report, magnesium enjoys very high recycling rates as part of aluminium alloys (> 90% end-of-life recycling rate for the automotive and construction sectors, and > 60% recycling rate for aluminium packaging); recycling is also significant for magnesium alloy die-casting products. The only Mg application without a recycling loop is iron desulphurization. These new data could not be used for the MSA on magnesium presented above as this was already finalised at the time of publication of the IMA report. It can be assumed that the parameters in the recycling step would be significantly impacted by these changes, with higher values on production of secondary material. These new data should therefore be checked and employed in the future upgrades of the study.

The wrong implications can be seen by the following Sankey diagram:

Public consultation: China WTO market status

In regards to the EU granting or not granting China the WTO market status is now a public consultation. Such consultations are open to anybody and will help the Commission to form an opinion.

For magnesium are two major issues:

- China imports to Europe are subject to VAT avoidance (happening mostly in China NOT Europe)
- Now ESAN is a producer, so Europe (EU associated) has domestic production again.

The IMA will most probably not take a European position, because of their Chinese membership and the China dominance in our global market.

The deadline is May 10th.

LENOVO Japan released 4 mobile workstations for companies
(Source: "Mainavi News", 20th Jan, 2016)

LENOVO Japan released two mobile workstations and two entry-class work stations on 19th January.

"ThinkPad P40 Yoga" is a mobile workstation which is shape-changeable to 4 modes of "Laptop", "Stand", "Tent" and "Tablet" to fit intended uses.

Although it is high-spec machine, the weight is minimized to 1.8kg by using magnesium and carbon-fiber for the body, and it has met military standard of U.S.A.

Saitama Industrial Technology Center has developed a rechargeable magnesium battery
(Source; "Keikinzoku Tsushin", 22nd Jan, 2016)

Saitama Industrial Technology Center has announced that they had developed a rechargeable magnesium battery. It can keep double capacity of current lithium-ion batteries in the same size, and it is also the advantage that the price of the raw material is less-expensive. It is expected to be applied to smart phones and PCs.

The center developed a new material for positive electrode for the battery in which magnesium is used as negative electrode. Vanadium oxide makes it easy to flow magnesium ion between positive electrode and negative electrode by adding water, so that it enables stable charge-discharge. They add organic substances different from the current one to decrease the risk of ignition.

There exist batteries having low risk against ignition, but they can be used only under the high temperature about 100 degree C. This new battery can be used at room temperature, so that it is expected as wearable battery.

Olympus, mirror-less "PEN-F" to enjoy making photographs of film era
(Source; "Mainavi News", 27th Jan, 2016)

Olympus announced selling micro-four-thirds mirror-less single-lens reflex camera "PEN-F" on 27th January. The start of the sales will be on 26th February.

All prices are open prices. The price (without tax) expected in the market will be JPY 150,000 for the body and about JPY 210,000 for the lens kit.

"PEN-F" inherits from PEN-F's characteristics in body line and silhouette, which was a digital camera released in 1963. Magnesium is adopted on the top cover, and aluminum is used for the lower body and the machined dial. It sticks its appearance designed not to see screws from the outside.

NNH established a through manufacturing system for magnesium die-casting
(Source; "Die-cast Shinbun", 30th Jan,2016)

NNH, aluminum die-cast manufacturer, will set up two plants at the same time in Japan, and will operate them in this spring. The new factory, located in Aizu-wakamatsu City, Fukushima prefecture, will open in March, and the main factory will be moved to Numazu and will open in May. The investment amount is about JPY 800 Million.

Both factories are newly set up due to BCP (Business Continuity Plan) with their eyes set on the earliest re-establishment of supply-chain after disasters such as earthquakes. The Aizu-wakamatsu factory is set up at a corner of Kawahigashi-cho Industrial Park. They install die-cast machines, two hot chambers with 350 tons and 250 tons of clamping force for magnesium, and one cold chamber with 135 tons clamping force for aluminum. The machine with 200 tons clamping force is moved from the current main factory, and the others are newly installed.

Kobelco got high strength aluminum by adding magnesium
(Source; "Mainavi News", 13th Jan, "Rare Metal News", 1st Feb, 2016)

Kobelco developed 7000 series aluminum alloy "7K55" having both anti-stress- cracking-corrosion and high strength at the same time. Stress-cracking-corrosion is a fracture caused by tensile stress under corrosion atmosphere. A Japanese automobile maker has decided to adopt it to bumper reinforcement which reduces the damage of collision.

At present, 6000 series aluminum is main stream of the bumper beams which are required high strength. The 7000 series aluminum added magnesium and zinc makes thinner-wall design possible. When the company's "7K55" is applied, the weight of the parts is reduced by 30% compared with 6000series.

Generally, 5000 or 6000series aluminum are chosen as the materials of automobiles, and they have been applied to body panels and wheels.

7000 series aluminum had a problem of stress-cracking-corrosion as increasing the strength, but the company gave both properties by controlling the heat treatment conditions to get adequate structure. The strength is increased by 30%.
